Since principle that foreign merchant vessels and warships can navigate reely is conceded I think a proviso that shipping desiring to pass booms must arrange beforehand to do so is in present circumstances and strictly as a temporary measure not unreasonable. I suggest therefore that we should accept Japanese assurances at their face-value and see how things work out. Shipping companies would give Senior Naval Officer Shanghai a few days notice of their intention to send ships up river and Senior Naval Officer would then arrange with Japanese regarding convoy through booms.

Addressed to Foreign Office, repeated to Tokyo, Commander-in-Chief and Rear Admiral Yangtse.
